Hiệp Hội Xuất Bản Quốc Tế (IPA) lên án việc bắt giữ Bùi Chát

Làm Báo - Sau khi được thông báo vụ việc CA bắt giam, tịch thu giải thưởng và tiến hành việc tạm giam, Hiệp Hội Xuất Bản Quốc Tế IPA đã ra thông báo lên án việc bắt giữ người vô cớ này và yêu cầu nhà cầm quyền VN phải trả tự do ngay lập tức cho nhà thơ Bùi Chát - sáng lập viên nhà xuất bản Giấy Vụn và cũng là người được nhận giải thưởng cao quý Tự Do Xuất Bản 2011 của IPA.

Nhà xuất bản trẻ tuổi người Việt Nam đã được vinh danh vào ngày 25 tháng Tư tại Buenos Aires cho sự can đảm trong những điều kiện khó khăn. Ông đã bị bắt khi trở về Việt Nam vào ngày 30 tháng Tư. Giải thưởng trao cho ông đã bị tịch thu.

Bùi Chát, người sáng lập xuất bản Giấy Vụn tại Việt Nam, đã được chọn là người nhận giải Tự Do Xuất Bản của IPA cho sự can đảm hiếm có của ông trong việc phát huy quyền tự do xuất bản. Vào ngày 25.04.2011, Chủ tịch IPA, ông Youngsuk "YS" Chi đã chính thức trao giải thưởng cho Bùi Chát trong một buổi lễ tổ chức tại Buenos Aires tại Hội chợ sách quốc tế lần thứ 37 như một phần trong chương trình Thủ Đô Của Thế Giới Sách. Khi trở về Việt Nam vào ngày 30.04.2011, ông bị bắt giữ bởi nhà cầm quyền. Giải thưởng và giấy chứng nhận giải thưởng đã được tịch thu. IPA lên án việc bắt giữ và kêu gọi trả tự do ngay lập tức cho ông Bùi Chát. Ngoài ra thông cáo báo chí, IPA đã liên lạc với các cơ quan liên quan để phối hợp việc đòi tự do cho Bùi Chát.


Bjorn Smith-Simonsen, Chủ tịch Ủy Ban Tự Do Xuất Bản của IPA đã nói: "IPA cực lực lên án việc bắt giữ Bùi Chát, người nhận giải thưởng Tự Do Xuất Bản của IPA năm nay và kêu gọi trả tự do lập tức cho ông khi mà việc bắt giam Bùi Chát được xem như liên hệ trực tiếp đến việc trao giải thưởng của IPA vài ngày trước đó".

Ủy Ban Tự Do Xuất Bản và hội đồng quản trị của IPA đã chọn Bùi Chát, một nhà xuất bản can đảm ngoài luồng tại Việt Nam, sáng lập viên nhà xuất bản Giấy Vụn cho giải thưởng Tự Do Xuất Bản 2011. Giấy Vụn đã có những cống hiến trong việc in ấn và xuất bản các tác phẩm của "nhà thơ vỉa hè" tại Việt Nam vượt ra ngoài tầm với của cơ quan kiểm duyệt. Dưới sự lãnh đạo của Bùi Chát, Giấy Vụn đã trực tiếp hỗ trợ vào việc thành lập các nhà xuất bản độc lập và tự do khác tại Việt Nam, xuất bản các tác phẩm bị cấm của nhiều tác giả và sử gia.

Vào năm 2005, IPA đã thiết lập giải thưởng Tự Do Xuất Bản nhằm tôn vinh mỗi năm một người hoặc một tổ chức đã góp phần quan trọng vào việc bảo vệ và phát huy quyền tự do xuất bản tại bất cứ nơi nào trên thế giới. Năm 2006 giải thưởng được trao cho nhà xuất bản Iran Shalah Lahiji trong Hội chợ Sách Göteborg, giải thưởng năm 2007 được trao cho nhà xuất bản Zimbabwe Trevor N'cube tại Hội Chợ Sách Cape Town. Giải thưởng đặc biệt cũng được trao cho Anna Politkovskaya (Nga) và Hrant Dink (Thổ Nhĩ Kỳ / Armenia). Năm 2008 giải thưởng được trao cho nhà xuất bản Thổ Nhĩ Kỳ Ragıp Zarakolu trong buổi lễ khai mạc hội thảo quốc tế về kiểm duyệt tại Amsterdam - Thủ đô Sách thế giới năm 2008. Năm 2009 giải thưởng được trao cho Sihem Bensedrine, Neziha Rjiba và Mohamed Talbi, sáng lập viên của tổ chức Theo Dõi Tự Do Báo Chí, Xuất Bản và Sáng Tạo ở Tunisia (OLPEC). Năm 2010, giải thưởng được trao cho Israpil Shovkhalov - chủ bút và Viktor Kogan-Yasny - nhà xuất bản của tạp chí Dosh nhân dịp Hội Chợ Sách Istanbul. Những người thắng giải được trao tặng số tiền là 5000 CHF.

International Publishers Association (IPA) Condemns Arrest of 2011 IPA Freedom to Publish Prize Recipient Bui Chat and Calls for his Immediate Release


Young Vietnamese Publisher was honoured on 25 April in Buenos Aires for courage under difficult conditions. He was arrested upon his return to Vietnam on 30 April. His award was confiscated.

Bui Chat, recipient of the 2011 IPA Freedom to Publish Prize awarded in Buenos Aires last week, was arrested by authorities on his return to Vietnam yesterday. The Award and Prize certificate were confiscated. Bui Chat is the founder of Giay Vun publishing in Vietnam and was honoured by the IPA for his exemplary courage in upholding freedom to publish. IPA condemns the arrest and calls for his immediate release.


According to reports received by the IPA, today Bui Chat was taken to his home and a search warrant was executed. The authorities searched throughout his home, then told Bui Chat to pack some clothes and proceeded with a preliminary detention order. The location of his detention was not yet disclosed to his family. Bui Chat may face up to 9 months under the current law for "purpose of investigation" before an official charge needs to be laid.


The co-founder of Giay Vun Publishing House was also ordered to report for interrogation.


IPA is liaising with the relevant authorities to facilitate Bui Chat’s release. The IPA calls upon governments and advocates for human rights and the freedom of expression to join publishers in calling for Bui Chat’s immediate release.


Bjorn Smith-Simonsen, Chair of IPA’s Freedom to Publish Committee said: “IPA strongly condemns the arrest of Bui Chat, the recipient of this year’s IPA Freedom to Publish Prize and calls for his immediate release as his arrest appears to be directly linked to his awarding of the IPA Freedom to Publish Prize in Buenos Aires a few days ago. In addition to his immediate release, his prize should be returned to him”.

The IPA Freedom to Publish Committee and the Board of the IPA have named Bui Chat, a courageous underground publisher in Vietnam, and the leader of Giay Vun Publishing House, as winner of the 2011 Freedom to Publish Award. Giay Vun is devoted to printing and publishing of the works of Vietnam’s “pavement poets” beyond the reach of censorship authorities. Under Bui Chat’s leadership, Giay Vun has directly assisted in the establishment in Vietnam of other publishing houses that operate independently and freely, publishing the works of banned authors and historians.

IPA President YoungSuk “Y.S” Chi formally presented this year’s award in a ceremony hosted by the 37th Buenos Aires International Book Fair as part of the Buenos Aires 2011 World Book Capital programme on 25 April 2011. In 2005 IPA created the IPA Freedom to Publish Prize, a prize designed to honour each year a person or an organisation that has made an important contribution to the defence and promotion of freedom to publish anywhere in the world. While the 2006 IPA Freedom to Publish Prize was awarded to Iranian publisher Shalah Lahiji during the Göteborg Book Fair, the 2007 Prize was awarded to Zimbabwean publisher Trevor N’cube at the Cape Town Book Fair. Special Prizes were also given posthumously to Anna Politkovskaya (Russia) and Hrant Dink (Turkey/Armenia). The 2008 IPA Freedom to Publish Prize was awarded to Turkish publisher Ragıp Zarakolu during the opening ceremony of an international seminar on neo-censorship co-organised in Amsterdam by IPA and Amsterdam 2008 World Book Capital. The 2009 IPA Freedom to Publish Prize was awarded to Sihem Bensedrine, Neziha Rjiba and Mohamed Talbi, founders of the Observatory for the Freedom of the Press, Publishing and Creation in Tunisia (OLPEC), as part of the Global Forum on Freedom of Expression program, a Forum IPA was partner of. In 2010 the IPA Freedom to Publish Prize was awarded to Israpil Shovkhalov, Editor-in-Chief, and Viktor Kogan-Yasny, publisher of the Dosh Magazine on the occasion of the Istanbul Book Fair. Prize-winners receive the sum of 5000 CHF.
