Thưa Ngài Chủ Tịch,
Chúng tôi, ký tên dưới đây, trân trọng yêu cầu Ngài ngăn chặn nước Cộng hòa xã hội chủ nghĩa Việt Nam (CHXHCNVN) trở thành một thành viên của Hội đồng Nhân quyền LHQ nhiệm kỳ 2013-2016 vì những lý do sau đây:
1. Cộng hoà xã hội chủ nghĩa Việt Nam (CHXHCNVN) là một trong những quốc gia có hành vi vi phạm nhân quyền tồi tệ nhất thế giới (Xem:http://www.vietnamhumanrights.net/IndexE.html);
2. CHXHCNVN gần đây đã bị lên án bởi các Tổ chức Ân xá Quốc tế (xem Việt Nam: Tổ chức Ân xá quốc tế Báo cáo 2012), Human Rights Watch (xem Việt Nam: World Report 2012) và Bộ Ngoại Giao Hoa Kỳ (xem Việt Nam năm 2011: Báo cáo Nhân quyền, May 24, 2012);
3. CHXHCNVN ngăn chặn công dân không cho phép thực hành tự do tôn giáo (xem: báo cáo kể trên);
4. CHXHCNVN không cho phép tự do ngôn luận hay tự do báo chí (Xem: Báo cáo trên và Bloggers và cư dân mạng bị kết án, hạn chế về Tự do Internet ở Việt Nam, Ủy ban Nhân quyền Việt Nam: http://www.queme.net/eng/);
5. CHXHCNVN tùy tiện bắt giữ công dân của mình, mà không áp dụng đúng thủ tục pháp lý cơ bản trong hệ thống tư pháp (Xem: báo cáo trên; Việt Nam kết án 22 những nhà hoạt động Việt Nam từ 10 năm đến chung thân, AsiaNews, 04 Feb, 2013);
6. CHXHCNVN sẽ lập luận rằng họ được bầu cử vào Hội đồng Nhân quyền LHQ chứng minh rằng họ không vi phạm các quyền cơ bản của con người và họ đã tôn trọng quyền con người của công dân,
và,
7. phủ nhận tư thế thành viên sẽ đặt áp lực lên CHXHCNVN thay đổi chính sách và tôn trọng quyền con người của công dân.
Xin quý vị vui lòng dùng bất cứ biện pháp nào trong quyền hạn của quý vị để ngăn chặn CHXHCNVN trở thành một thành viên của Hội đồng Nhân quyền LHQ nhiệm kỳ 2013-2016, trừ phi họ đáp ứng với những điều kiện đòi hỏi về nhân quyền của quốc tế.

Re: Vietnam’s application for UN Human Rights Council member
Dear Mr. President,
We, the undersigned, respectfully request that you prevent the government of the Socialist Republic of Vietnam from becoming a member of the U.N. Human Rights Council for the 2013-2016 term for the following reasons:
1. the Socialist Republic of Vietnam (SRVN) is one of the world's worst human rights violators; (See: http://www.vietnamhumanrights.net/IndexE.html);
2. the SRVN has recently been condemned by Amnesty International (see Vietnam: Amnesty International Reports 2012); Human Rights Watch (see Vietnam: World Report 2012); and U.S. State Dept. (see 2011 Vietnam: Human Rights Reports, May 24, 2012);
3. the SRVN prevents its citizens from freely practicing their religion (see: above Reports);
4. the SRVN does not permit the free expression of speech or press (See: above Reports and Bloggers and Netizens Behind Bar, Restrictions on Internet Freedom in Vietnam, Vietnam Committee on Human Rights: http://www.queme.net/eng/);
5. the SRVN does arbitrarily arrests its citizens and does not allow basic due process in its judicial system (See: above reports; the SRVN sentenced recently 22 Vietnamese activists ranging from 10 years, AsiaNews, Feb 04, 2013);
6. the SRVN will argue that its election to the UN Human Rights Council proves that it does not violate basic human rights and instead respects the human rights of its citizens; and,
7. denying membership will place pressure on the SRVN to change its policies and respect the human rights of its citizens.
Please take whatever steps are within your power to prevent the SRVN from becoming a member of the UN Human Rights Council for the 2013-2016 term unless SRVN complies with the International Human Rights requirements.
