05/02/2014 – Hôm nay tại trụ sở Liên Hiệp Quốc ở Geneva (Thụy Sĩ), phái đoàn vận động nhân quyền Việt Nam đã tham dự toàn bộ diễn biến phiên điều trần Kiểm điểm Định kỳ Phổ Quát (Universal Periodic Review – UPR) dành cho Việt Nam. Đây là phiên điều trần UPR đầu tiên mà Việt Nam tham gia với tư cách là thành viên của Hội đồng nhân quyền Liên Hiệp Quốc. Chúng tôi hoan nghênh các quốc gia thành viên đã chất vấn và đề xuất các khuyến nghị nhằm cải thiện tình hình nhân quyền vốn tồn tại nhiều hạn chế nghiêm trọng của Việt Nam.
Mặc dù thừa nhận Việt Nam có một số cải thiện hạn chế về nhân quyền trong một số lĩnh vực, chúng tôi cho rằng báo cáo của đoàn ngoại giao Việt Nam không phản ánh đầy đủ và chính xác tình hình nhân quyền của Việt Nam, nhất là trong các lĩnh vực quyền tự do ngôn luận, tự do tôn giáo, tự do lập hội và tự do hội họp. Bên cạnh đó, đoàn ngoại giao Việt Nam còn đưa ra nhiều thông tin sai sự thật và những lập luận có tính ngụy biện, lảng tránh nội dung chính của câu hỏi trong quá trình báo cáo và trả lời chất vấn.

Chúng tôi cũng bày tỏ sự quan ngại đối với các nhận xét thiếu khách quan của các nước Trung Quốc, Nga, Cuba và một số nước khác về tình hình nhân quyền Việt Nam. Những nhận xét này không những không giúp cải thiện tình hình nhân quyền Việt Nam, mà còn đi ngược lại với tinh thần thúc đẩy và bảo vệ nhân quyền thông qua các điều ước quốc tế của Liên Hiệp Quốc.
Chúng tôi đặc biệt hoan nghênh các đoàn ngoại giao Mỹ, Canada, Australia, Anh, Ireland, Pháp, Đức, Ba Lan, Thụy Điển, Phần Lan, Hungary, Séc và một số quốc gia khác đã chất vấn Việt Nam về các vi phạm trong hàng loạt lĩnh vực nhân quyền cũng như đề xuất các khuyến nghị cụ thể, đúng tầm nghiêm trọng của vấn đề.
Phái đoàn vận động nhân quyền Việt Nam sẽ tiếp tục các nỗ lực của mình sau phiên điều trần UPR lần này. Trước hết, phái đoàn sẽ có cuộc vận động kéo dài hai tuần lễ từ ngày 7 tháng 2 năm 2014 tại Australia, theo lời mời của Dân biểu Luke Donellan và cộng đồng người Việt tại đây. Sau đó, phái đoàn sẽ tiến hành các hoạt động hậu UPR tại Việt Nam. Geneva: 06/02/2014 – Yesterday, at the United Nations in Geneva (Switzerland), our delegation advocating for human rights in Vietnam participated in and observed the entire process of the Universal Periodic Review of Vietnam (UPR). This is the first UPR session that Vietnam is reviewed as a member of the UN Human Rights Council and we applaud the efforts of member states in questioning and recommending Vietnam to improve its human rights record which remains in serious jeopardy.
Athough Vietnam has improved somewhat in relation to certain rights in some areas, we are of the opinion that the report presented by the Vietnamese Government delegation did not provide full and accurate information regarding the human rights situation in the country, especially with respect to freedom of speech, freedom of religion, freedom of association, and freedom of assembly. Worse, the government delegation responded with erroneous arguments and false information which did not directly answer the questions raised during the review process.
We wish to also express our concern in regards to the lack of objective obvservations from China, the Russian Federation, Cuba and a few other member states concerning Vietnam’s human rights record. These observations not only do not promote human rights in Vietnam, but go against the spirit of many UN conventions in the promotion of and respect for human rights.
We thus applaud the efforts by other member states including the US, Canada, Australia, the UK, Ireland, France, Germany, Poland, Sweden, Norway, Switzerland, Finland, Hungary, the Czech Republic and many others in raising their concerns over Vietnam’s human rights violations as well as making clear and concise recommendations worthy of their weight.
Consequently, our delegation advocating for human rights in Vietnam will continue our efforts after the conclusion of the UPR. To that extent, we will begin our advocacy tour in Australia starting from February 7, 2014, per Luke Donellan MP’s invite as well as from the Vietnamese community in Australia. Thereafter, we shall proceed with our post UPR related work in Vietnam.
